Burçe ARI has been working for the European Union Delegation since 2005 in the domain of Justice, Freedom and Security. Her portfolio covered migration, asylum, anti-trafficking in human beings, visa policy, border management and customs enforcement. In the last five years her work is focused on Turkey's alignment with the border management standards of the European Union. She is reporting on policy level developments and managing the border management related projects in Turkey co-financed by the European Union, amounting to some 100 million Euros. She will speak about the border management in Turkey with a critical perspective reflecting the level of preparedness of Turkey in the EU accession process.

Matthew has been working in the field of security and technology for more than 20 years, having worked for international organizations, agencies of the United Nations and as a consultant to numerous national governments around the world.   With a career that began in Geneva at the International Telecommunication Union in 1991, Matthew was later appointed to a role at the Chief Executive Board of the United Nations System in New York where he served from 1999 to 2001.  From 2001 until 2008, Matthew was Director of Government & Security at SITA and Board Member for the IATA Simplifying Passenger Travel initiative.   Since creating AUGMENTIQ in 2009, Matthew has published numerous papers on border security, transportation security, identity management, the role of data and intelligence, and biometric-based automated controls.  He is a renowned speaker on the international stage and regularly chairs industry conferences on a range of security and facilitation issues.   In addition to his role as Managing Director at AUGMENTIQ, Matthew is also an Editorial Advisory Board Member of Aviation Security International.

Mr Krum Garkov is the Executive Director of the European Agency for the operational management of the large-scale IT systems in the area of freedom, security and justice (eu-LISA), which completed its first anniversary in December 2013. Despite being such a young Agency, eu-LISA already proved to be a success story in the area of management of services for information exchange with its specific systems and solutions provided to increase efficiency of border controls across the EU.

Mr Garkov has a track record of managing large IT organizations both in the public and private sector. He possesses extensive experience in spearheading strategy development and daily operations of major national and international IT systems in a wide range of areas including taxation and revenue collection, privatization and risk management. During this Workshop participants will be able to learn more about eu-LISA's useful contribution for the development process of "Smart Borders" and hear from an innate negotiator about the capabilities of technology to support legal and political instruments.

Matti Heinonen is the Head of Section of the International cooperation at the Finnish Immigration Service (MIGRI). Previously he acted as the Head of the Dublin Section and the Deputy Head of the Asylum Unit of the MIGRI (budget 2013 € 80 million). He is also a lecturer and expert on migration management, mixed migration flows, refugee law, human smuggling and trafficking, voluntary and forced returns in several administrations, universities and international organisations in more than 20 different countries around the world. His talk will give a broad perspective to the current and future global immigration flows.

Matti will be speaking on controlling irregular migration at borders along with Mile Milenkoski from the Ministry of Foreign Affairs, Republic of Macedonia at 16.15, Stream B (Migration) on Day One (21st May). Matti’s presentation will give a broad perspective to the current and future global immigration fl ows. Ernest “E.J.” Hilbert is the head of cyber investigations at Kroll EMEA, where he leads a team of cyber professionals dedicated to addressing clients’ cyber security and investigative needs. A former Special Agent for the FBI, he is considered an authority on all aspects of cybercrime with a focus on identity thieves, fraudsters, cross-border international hacking groups and threats to critical infrastructure.

In Cyber space, there are not physical international borders. Cyber denizens travel at will often with little regard for the law. For criminals among them, they will use their knowledge and access to attack the physical border barriers from afar. How do you defend against such threats?

Ernest will be sharing his views on How Cyber Security is Redefining Borders as part of our exclusive Guest Presentation, along with John Lyons from the International Cyber Security Protection Alliance (ISCPSA).

E.J. is best placed to give a primary market perspective for this presentation as a former Special Agent for the FBI. He is considered an authority on all aspects of cybercrime with a focus on identity thieves, fraudsters, cross-border international hacking groups and threats to critical infrastructure. E.J. is now is the head of cyber investigations at Kroll EMEA, where he leads a team of cyber professionals dedicated to addressing cyber security and investigative needs as threats increase worldwide.

Filip Jasiński

Filip is the HEad of Unit for EUropean Aspects of VISA Policy and consular matters in the consular department (MFA). Philip takes part in the negotiations in Brussels on the revision of the EU VISA code, and has engaged in works on the  smart borders package. He has long-standing experience in co-operation with the law enforcement community, in particular with border guards.

Filip will be hosting his workshop on Policy at 14.30, Stream A (Customers) on Day One (21st May). Filip is best placed to give this presentation as he has significant experience in policy development within the Ministry of Foreign Affairs in Poland. He is currently working on increasing collaboration across internal departments to further improve Poland’s border security strategy.

Helar Laasik joined governmental sector in 2004. Since 2005 he has been responsible for Estonian 1st e-passport as the project manager. After a successful start of issuance of the new generation passports Helar Laasik was offered the role of identity document expert.

Until now Helar has been responsible for the design and implementation of the present ID card and passport but also for cooperation with State Information System’s Authority for  national PKI. Helar has been actively participating in streamlining document issuance process including enrolment, data management, personalisation and issuance. He has been participating also in the creation of national document verification network.

Helar will be speaking on managing technology through RTP systems at 09.45, Stream A (Converging Technology) on Day 2, 22nd May. Serge is best placed to give this presentation as an International law enforcement expert for Borderpol. He is responsible for maritime, nautical and border surveillance, counterfeiting, drug and arms smuggling and can provide an international perspective on the best ways to combat cross-border
crime.

Marie-Caroline has joined IATA in 2011 as Assistant Director for Security & Travel Facilitation, Europe. Based in Brussels, she is responsible for the development and implementation of IATA security and facilitation strategy in Europe, in particular the implementation of related IATA projects like Checkpoint of the Future, and promoting international standards for the transfer of passenger data in the European region.

Prior to joining IATA, Marie-Caroline held various positions related to aviation and transport policy in the European Union. She worked in the European Parliament as an adviser to a French MEP on aviation issues and was manager for security and cargo at the Association of European Airlines.

Marie will be joining us this year to present on Collaboration between Government Agences and Aviation Stakeholds at 12.00 on  Day One (21st May). Mile Milenkoski

Mile Milenkoski is diplomat and border expert from Republic of Macedonia. He was member of numerous border commissions, including delimitation and demarcation commissions of Republic of Macedonia with its neighbors. He participated in several workshops and conferences organized by International Boundaries Research Unit, University of Durham, England. In 12005 he published a book "The state borders of the Republic of Macedonia and Association in the European Union", based on his Master’s thesis. He is currently employed as a head of Unit for borders and overfligths at the Ministry of Foreign Affairs of the Republic of Macedonia where he worked on various borders related issues.

Ian’s current role is as Acting Director for the United Kingdom’s Border Systems Programme.  During his time with the Programme, Ian has had particular responsibility for operational projects, including the highly successful project Semaphore – the de-risking pilot for the eventual e-Borders system and IRIS (Iris Recognition Immigration System) providing pre-registered travellers with expedited clearance through the UK border via biometric technology. He has continued this work into the roll out of the next generation of ePassport gates.  He has also led for the UK on the development of new data messaging formats, PNRGOV, with Canada, Australia and the USA.

Robert Paschall is a member of Department of Homeland Security's (DHS) senior leadership team and is currently serving as the DHS Attaché, United Kingdom and the Republic of Ireland.  In this position, he is responsible for coordination of Homeland Security activities in the UK and Ireland and serves as the primary representative of Secretary Johnson to the U.K. Home Office. Selected areas of responsibility include coordination of Homeland Security activities, risk management initiatives and Global Entry facilitation programs.

Prior to his current assignment,  Mr. Paschall was the Associate General Counsel for General Law in the Office of the General Counsel, for the Department of Homeland Security (DHS).  In this capacity, he oversaw and provided legal counsel on acquisition and procurement activities, labor and employment matters, appropriations and fiscal law issues, general tort and related claims, and environmental issues; he also oversaw the Board of Corrections for Military Records of the Coast Guard.

Mr. Paschall serves as a Major in the Judge Advocate General’s Corps of the United States Army Reserve.  In this capacity, he served as a professor of Contract and Fiscal law at the Judge Advocate General’s Legal Center and School in Charlottesville, Virginia from 2004 until 2010 and in the U.S. Army’s Office of the General Counsel from 2011 until 2012.

Roman Vanek was born on November 25th, 1968 in Prague. After graduating from the University of Fribourg with a law degree, he joined the Swiss Federal Administration, where he has held various positions. In December 2003, he joined the Federal Office of Police. Today, he is the Chief of the Division Identity Documents & Special Tasks. Aside from his responsibilities in other areas (Measures against Hooliganism, Central Bureau for Firearms and Explosives), he is also responsible for the Swiss Passport and the Identity Card. In this function he is the representative of Switzerland at the Technical Advisory Group on Machine Readable Travel Documents (TAG-MRTD) of ICAO and the Article 6 Committee of the European Commission. In May 2012 he became Chairman of the ICAO PKD Board. These international working groups are part of the lead players in the travel document world. As member of these working groups and Chairman of the ICAO PKD he strived not only to enhance the security of the documents but also to facilitate the controls and checks of these travel documents while increasing security at the same time.

Roman joins us to share his views and ideas on Tracking People Across Regions & Domains to Create A Global Level of Security. Be sure not to miss this session at 09.45, Stream D (Identification) on Day Two, 22nd May.

Isabelle has been working with the Biometrics Institute since May 2002 and after almost 10 years in Australia, she is now based in London.
She has extensive experience in the formation and management of new associations, event development and the creation of global expert networks and has been instrumental in the establishment of the Biometrics Institute in Australia and Europe.
She has managed many government funded projects successfully including the Biometrics Vulnerability Assessment Project, which was co-funded by the Australian Department of Prime Minister & Cabinet and the Biometrics Institute Privacy Code.
She has played a key role in the establishment of independent and impartial international Biometrics Institute in particular through bringing together biometric experts from around the world. She liaises with the media to raise awareness about the responsible use of biometrics.
She is supported by a unique board of directors consisting of subject matter experts including the FBI,  Metropolitan Police UK and New Zealand Immigration and several expert and sector groups which are sub committees of the Biometrics Institute.

Isabelle holds a Master of Arts in English Literature, Business and the Arts from the Johann-Wolfgang-Goethe University in Frankfurt Main, Germany.

I had to lead, as an assistant, the teams (750 customs officers) which control the passengers in the Roissy-Charles de Gaulle Airport with all the questions about the security and the safety so that the issues related to the counterfeit products, drugs, tobaccos, alcohols illegally imported...
All this gave me a global view of the difficulties to be efficient at the borders and to try to anticipate the new smuggling trends

Head of INTERPOL facial recognition project team since January 2013 and currently working towards the implementation and installation of a Facial recognition system. This will further enhance the biometric database capabilities of INTERPOL and will be compatible with real time and mobile systems for use at border control and worldwide events. The database of facial images in this system will consist of many of the worlds most wanted fugitives/criminals and can be  made available to all of our 190 member countries. Hopefully this presentation will be of interest and create discussion on its possibilities for use at Border control stations.

Pete Snelling is a Principal Technical Consultant within the Global Public Security team based in the UK. In his role, Pete’s responsibilities include raising the awareness of SAS' software within the policing and intelligence community. He has also briefed Members of Parliament on the role of business analytics in policing and has given an interview to the BBC on threat identification in borders.

Peter has been part of the Public Security team at SAS since its inception and has worked closely with domain experts and clients around the globe to develop a clear understanding of the challenges faced by public security organisations.

Mark is an Accenture Certified Master Technology Architect with specialized skills in biometrics, identity management, eBusiness, database and legacy systems modernization. He served as lead architect on the India Unique Identity Aadhaar program and was chief architect of US-VISIT/IDENT, the identity management system Accenture developed with the U.S. Department of Homeland Security. He was responsible for the IT architecture underpinning US-VISIT, the largest biometrics-based national visa program in the world.
Mark has more than 23 years of systems engineering and management experience, including 12 in identity management and biometrics.
Anne Sheridan

Anne Sheridan is an Assistant Commissioner at the Office of the Data Protection Commissioner, Ireland.
Anne represents the Irish Data Protection Authority at the Borders, Travel and Law Enforcement subgroup of the Article 29 Data Protection Working Party. She drafted the Working Party’s Opinion on the EU Smart Borders proposals in 2013.
Prior to working in data protection, Anne worked on Immigration Policy in Ireland’s Department of Justice and participated in EU working groups on legal migration, irregular migration and the Global Approach to Migration and Mobility.
Anne will be representing the Article 29 Data Protection Working Party at 9.05 on Day 2.  She will present the views of the Working Party on the EU Smart Border proposals, with a particular emphasis on the Entry/Exit system. Her talk aims to give delegates a perspective on the impact of these proposals on the individual’s right to personal privacy and data protection, and the proper balance to be struck between privacy rights and border control. 
Glen Wimbury

Glen joined the Home Office in 1991 and has worked for the Prison Service, Her Majesty’s Passport Office and Border Force in a number of roles.  Significant work has included leading the counter-fraud and intelligence team in the London Passport Office and establishing a UK-wide major investigations team to handle high profile and national / international identity fraud.  He has undertaken and given training courses on fraud matters and has achieved accreditation as a Counter-Fraud Specialist with the University of Portsmouth.    

Since joining Border Force in 2005, he has worked on several high profile projects and programmes including IRIS (Iris Recognition Immigration System), Project miSense (a Registered Traveller proof of concept) and the ePassport Gates (ABC) systems.  Recently, he led the procurement of the next Generation of ePassport Gates which are currently being installed in UK air and rail ports.  These gates currently process over 12 million passengers a year, making the UK a world leader for this type of Border technology. 

Glen’s current role includes technical assurance and strategy for the provision of IT to Border Force in the UK.  He leads in a new area (Border Systems) which brings together the entire technology infrastructure to develop a strategic vision and capability to increase the security and efficiency of the UK Border by the intelligent deployment of automation and technology.

Henry Stephenson is from Berkshire, England and studied Industrial Design and Engineering at Brunel University of West London. After graduating in 2006 he worked in the telecommunications industry designing optical fibre cables and systems for large telecoms installations and for the next generation of fibre to the home broadband networks. After working with optical fibre technology in the telecoms industry he moved to working with Optical Fibre Sensing for Oil and Gas and Security applications and has over 6 years of experience deploying this technology for real applications all over the world.
